The CIA released additional declassified portions of its 1963 KUBARK Counterintelligence Interrogation manual following a Mandatory Declassification Review request filed by The Black Vault in 2021. The release represents the most complete official version of the document to date, with case number EOM-2021-00117. In separate commentary, Avi Loeb, chair of the UAP Science Advisory Council, published analysis on distinguishing characteristics between ordinary objects and anomalous phenomena. Loeb's examination focuses on motion and behavioral criteria used to differentiate UAPs from conventional objects like baseballs.
